Spatial Development Framework for the City of Cape Town
Spatial Development Frameworks (SDFs) are integral components of the Council-approved
Integrated Development Plan (IDP), and serve as the principal strategic planning instruments to guide and inform long-term spatial planning and urban development in the municipality.
The City reviews its SDF and District Plans every 5-10 years, to ensure alignment with various City Strategies and the five-year IDP, which is implemented against the backdrop of the SDFs.
About the Spatial Development Framework (SDF)
The SDF determines the spatial vision, policy parameters and development priorities for Cape Town. The framework helps to prioritise, coordinate and align investment in public infrastructure to guide and manage the growth and development of the city’s land over the next 20 years and beyond.
It also provides the main spatial direction to the City's eight District Plans (a sub-component of the City’s SDF), which seek to translate the SDF at a sub-metropolitan scale. One plan has been compiled for each planning district.
The district plans:
- provide policy direction for the land use and environmental decision-making, and
- translate national, provincial and City wide policies to the respective district and local area contexts.
The
Cape Town Municipal Planning By-law, 2015 (MPBL) mandates the preparation and review of district plans (ref. Annexure 3). The Environmental Management Frameworks (EMFs) are mandated by the Regulations promulgated in 2010 in terms of the
National Environmental Management Act (NEMA), Act 107 of 1998
(Ref. GoN R547, C33306 2 August 2010).

Currently, the
Municipal Spatial Development Framework (MSDF) and the
District Plans (i.e. integrated DSDFs and EMFs) exist as stand-alone documents, which were approved by Council in January 2023.
In order to align with the new Integrated Development Plan (2027 – 2032), we want to combine the MSDF and DSDFs to create one integrated Spatial Development Framework, which will provide citizens with a one-stop shop for spatial planning within the City of Cape Town.
The integrated SDF will be approved in 2028, and aims to:
- reconfirm the City’s spatial vision for the built environment,
- provide development guidelines to achieve the preferred built form and land use patterns,
- recommend key actions to achieve the vision, and
- help align and integrate short-, medium- and long-term investment planning and development, within the city.
Key objectives
The key objectives of the SDF are to:
- promote and facilitate sustainable spatial transformation in the City of Cape Town, using a targeted approach to guide development that benefits all of us and our environment; and
- provide practical policy guidance for decision-makers to achieve the right spatial balance between sectors and interests.
To achieve these objectives, the SDF will:
- align our spatial development goals, strategies and policies with relevant national and provincial spatial principles, strategies and policies down to a sub-metropolitan level;
- analyse and put into context the social, economic, environmental and social drivers, and trends that shape the landscape and livelihood of the city;
- visualise the long-term desired spatial form and structure of the City of Cape Town;
- coordinate investment by prioritising infrastructure planning and delivery;
- direct and support investment by identifying areas that are suitable (or not) for urban development;
- support City strategies and allow impacts of development to be managed; and
- guide policies to inform urban development decision making.
Built and Natural Areas’ Empowerment and Engagement Programme
We are rolling out the Built and Natural Areas’ Empowerment and Engagement Programme (Empowerment and Engagement Programme) to provide ongoing training of councillors, officials and identified community leaders to ensure:
- effective participation in the preparation of the MSDF and DSDFs review process; and
- the integration of the MSDF abd DSDFs into the Spatial Development Framework and future built and natural environment planning and decision-making processes.
This programme started with the development of the
Spatial Planning Collectives, which officially launched on 24 January 2026.

- Land use applicants and developers;
- City officials when assessing land use applications;
- National, provincial and various departments to ensure alignment of their plans and budgets; and
- Civic/community organisations interested in the city’s growth and future development.
